TROPICAL CYCLONE SUMMARY: (1) AT 14AUG26 1200Z, TROPICAL DEPRESSION 16W (NANGKA) WAS LOCATED NEAR 28.3N 154.5E, APPROXIMATELY 247 NM NORTH OF MINAMI TORI SHIMA, AND HAD TRACKED EASTWARD AT 07 KNOTS OVER THE PAST SIX HOURS. TROPICAL DISTURBANCE SUMMARY: (1) AN AREA OF CONVECTION (INVEST 93W) HAS PERSISTED NEAR 22.8N 143.6E, APPROXIMATELY 180 NM EAST-SOUTHEAST OF IWO TO. ANIMATED MULTISPECTRAL SATELLITE IMAGERY (MSI) DEPICTS A BROAD AND SLOWLY CONSOLIDATING LOW-LEVEL CIRCULATION CENTER (LLCC) WITH PERSISTENT FLARING CONVECTION REDEVELOPING THROUGHOUT THE NORTHERN SEMICIRCLE OVER THE LAST FEW HOURS. ENVIRONMENTAL ANALYSIS REVEALS MARGINALLY FAVORABLE CONDITIONS FOR DEVELOPMENT, WITH LOW- MODERATE VERTICAL WIND SHEAR (15 TO 20 KTS), WARM SEA SURFACE TEMPERATURES (29 TO 30C), AND MODERATE POLEWARD OUTFLOW. DETERMINISTIC MODELS DEPICT A CIRCULATION THAT MOVES GENERALLY NORTH-NORTHEAST BUT DOES NOT DEVELOP INTO A TROPICAL CYCLONE.
