ENVIRONMENTAL ANALYSIS REVEALS FAVORABLE CONDITIONS FOR DEVELOPMENT WITH LOW VERTICAL SHEAR (5 TO 10KTS), WARM SEA SURFACE TEMPERATURES (29 TO 30 C), AND GOOD EASTWARD UPPER-LEVEL OUTFLOW.
