ENVIRONMENTAL ANALYSIS FOR THE AREA INDICATES MARGINALLY FAVORABLE CONDITIONS FOR DEVELOPMENT WITH MODERATE TO HIGH VERTICAL WIND SHEAR (20-25 KTS) FROM THE SOUTHEAST, OFFSET BY WARM SEA SURFACE TEMPERATURES (29-30C) AND MODERATE POLEWARD OUTFLOW ALOFT.
