ANIMATED MULTISPECTRAL SATELLITE IMAGERY DEPICTS THE LOW-LEVEL WINDS CONSOLIDATING WITH CONVECTIVE BANDING WRAPPING AROUND THE OBSCURED LOW-LEVEL CIRCULATION CENTER (LLCC). ENVIRONMENTAL ANALYSIS INDICATES A FAVORABLE ENVIRONMENT FOR DEVELOPMENT DUE TO LOW TO MODERATE (15-20 KTS) VERTICAL WIND SHEAR, GOOD DIVERGENCE ALOFT WITH A POINT SOURCE TO THE SOUTH, AND WARM (29-30C) SEA SURFACE TEMPERATURES. GLOBAL MODELS ARE IN GOOD AGREEMENT THAT 90W WILL CONTINUE TO TRACK TO THE NORTHWEST TOWARDS LUZON AND CONTINUE TO DEVELOP OVER THE NEXT 24 HOURS. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 18 TO 23 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1005 MB.
