ANIMATED MULTISPECTRAL SATELLITE IMAGERY AND ANIMATED RADAR IMAGERY FROM THE BROOME RADAR DEPICT A PARTIALLY-EXPOSED LOW-LEVEL CIRCULATION WITH FORMATIVE CONVECTIVE BANDING AND LOW-LEVEL CLOUD LINES WRAPPING INTO A DEFINED CENTER. SURFACE OBSERVATIONS FROM KOOLAN ISLAND (YKLC, ELEVATION 530 FT), APPROXIMATELY 21 NM SOUTHWEST OF THE CENTER, INDICATE EASTERLY WINDS SUSTAINED (10-MINUTE AVERAGE) AT 14-16 KNOTS GUSTING TO 25-30 KNOTS. ENVIRONMENTAL CONDITIONS ARE FAVORABLE WITH GOOD EQUATORWARD OUTFLOW, MODERATE TO HIGH VERTICAL WIND SHEAR AND WARM SST VALUES (29-30 C). GLOBAL MODELS (GFS AND ECMWF) INDICATE A GENERALLY WEST-SOUTHWESTWARD TRACK WITH GRADUAL DEVELOPMENT OVER THE NEXT 36 TO 48 HOURS AS THE SYSTEM TRACKS AWAY FROM LAND.
