ENVIRONMENTAL ANALYSIS INDICATES THAT 94B IS IN A MARGINALLY FAVORABLE ENVIRONMENT FOR DEVELOPMENT WITH ROBUST POLEWARD OUTFLOW ALOFT, WARM (28-29 C) SEA SURFACE TEMPERATURES, OFFSET BY HIGH (25-30 KTS) VERTICAL WIND SHEAR.
